Diabro
Diabro, a regional development programme of diabetes care and prevention was conducted in 2000-2003 in Northern Finland. 13 municipalities with altogether 70 000 inhabitants were involved in the programme. The programme included the introduction of the ProWellness Chronic Diseases Management system and the SelfCare system into use in the region.
A one year research project on the effects of the self monitoring of blood glucose and the ProWellness SelfCare system was a part of the programme in 2002. 74 diabetes patients were sending their blood glucose readings with the ProWellness Analogue Modem to the SelfCare system, with 28 healthcare professionals using the ProWellness CareLink during the study.
A questionnaire on the user experiences was sent to the patients in the late 2002. 73% of the respondents thought that the ProWellness SelfCare system improved the self monitoring of their blood glucose. The tables and graphs in the SelfCare system were thought to show the relationship between blood glucose and medication clearly, and sending readings with the ProWellness Analogue Modem was found easy. The number of patients’ visits to the healthcare units was decreased by 39%.

UUMA
UUMA, the Uusimaa Regional Information System was launched in 2001 in Southern Finland. The purpose of UUMA was to promote new regional operational models that utilise information technology in the field of social services and healthcare. All the municipalities of the Hospital District of Helsinki and Uusimaa (HUS, serving over 1.4 million inhabitants in the area) except one were involved in the project. The ProWellness regional Chronic Diseases Management System and the SelfCare system were introduced in HUS in 2001.
Part of UUMA was a one year project called ‘Managing Diabetes Care by an Integrated Regional eHealth Approach’. The purpose of the project was to study whether improved diabetes care could be achieved with less patient visits and use of a self monitoring system (the ProWellness SelfCare system and Analogue Modems) as compared to standard care. 175 diabetes patients were randomised to a study group using the ProWellness SelfCare (101 patients) and control group with standard care (74 patients).
After 12 months the clinical and metabolic parameters measured in the study (GHbA1c, diastolic blood pressure, serum total cholesterol etc.) were significantly lower in the study group than in the control group. While interactions by the ProWellness SelfCare Web Mail, telephone and SMS increased threefold, the number of clinic or GP visits decreased significantly. The study demonstrated that by applying electronically enabled diabetes care at least as good diabetic control and even improved cardiovascular risk factors can be achieved when compared to standard care.
